Cost-effective procurement of electricity generation is a challenge for countries around the world. The situation is particularly difficult in developing countries with high and volatile load growth rates and limited access to financing. More recently, environmental concerns regarding land use, impact on biodiversity, and greenhouse gas emissions have added layers of complexity. This ESMAP-supported report presents a comprehensive overview of international practices in electricity auctions, focusing on the procurement of long-term contracts to foster new generation capacity.
