The Scaling Up Energy Efficiency Academy Program, under the World Bank Energy Access & Transition Knowledge Academy was successfully delivered in Rabat, Morocco January 27-29, 2025. The event brought together 28 participants from eight Bank clients across the Middle East and North Africa (MENA) region, along with nine staff members from MENA country offices. Participants represented ministries of energy, environment, economy, and infrastructure, as well as agencies and organizations focused on energy, electricity, and environmental policies – particularly national energy efficiency (EE) agencies.
The academy was organized in collaboration with ESMAP, the MENA region, and the International Energy Agency (IEA). The delivery was held at the Université Mohammed VI Polytechnique (UM6P) in Rabat, Morocco. Opening remarks were given by Ahmadou Moustapha Ndiaye, Country Director of Morocco, and Mohamed Benyahya, Director of the Moroccan Agency for Energy Efficiency (AMEE).
The objectives of the event were to enhance participants' knowledge and skills to formulate and implement EE policies and programs in order to help scale up EE in their countries. The 3 day in-person academy covered: (i) the basics of demand-side EE including potential, benefits, market failures, policy instruments and programs; (ii) overview of financing instruments, implementation mechanisms and business models by sector - industry, public, residential; and (iii) lessons from projects and case studies.
