Offshore wind holds tremendous promise for many emerging markets as a large-scale, clean, reliable form of new electricity generation with the potential to stimulate valuable economic benefits. However, developing a new offshore wind sector in an emerging market is no easy task. Decision makers must strike a careful balance as they consider a range of technical, political, environmental, and social challenges.

As more and more emerging markets look towards offshore wind to help meet their climate and development goals, they need the tools to overcome these challenges and realize their offshore wind potential.

Building on the success of the 2021 report Key Factors for Successful Development of Offshore Wind in Emerging Markets, the World Bank Group's Offshore Wind Development Program, jointly led by the Energy Sector Management Assistance Program (ESMAP) and IFC, is proud to take the essential knowledge included in the pages of this landmark report to the next level with the launch of a new eLearning course.

The new eLearning course brings together global best practices and experiences from offshore wind markets across the world and is an important resource to bolster the toolkits of governments, industry, investors, and other stakeholders aiming to accelerate the deployment of offshore wind in emerging markets.
