In March 2010, ESMAP's Consultative Group (CG) endorsed a new Monitoring and Evaluation (M&E) system for ESMAP, in order to assess the effectiveness of activities implemented under the 2008-2013 Strategic Business Plan. The M&E system strengthens the focus on outcomes at the level of beneficiaries while ensuring relevance to ESMAP's mission and implementation strategy. It goes a step beyond the delivery of goods and services (outputs) and focuses on specific outcomes and results.
Reflecting the "upstream" nature of ESMAP's work, the M&E framework is particularly aimed at assessing ESMAP's influence on and value-added to the World Bank's dialogue and development strategy with client countries. The M&E system seeks to obtain specific data to measure to what extent the projects funded by ESMAP have had an impact on the World Bank's energy operations and engagements.............................................................
- To assess the effectiveness of ESMAP's programs and initiatives in achieving timely and sustainable outcomes for clients.
- To promote accountability about ESMAP's program-level outcomes through the systematic assessment of results as well as the performance and effectiveness of ESMAP activities.
- To enhance the use of performance-based criteria for making decisions about ESMAP policies, strategies, program management, and activities.
- To facilitate feedback, learning and sharing of knowledge and lessons learned, thereby improving recognition of ESMAP's achievements and wider replication of results.
