| Summary: | The proposed study would complement the ongoing ESMAP-funded study on creditworthiness issues and metering of DH companies in Ukraine. It will focus on: (i) legal and regulatory obstacles to municipal energy efficiency finance in Ukraine; (ii) recommendations on necessary changes in the budget code, National Bank of Ukraine regulation and related regulation; (iii) best practice principles and examples of successful energy efficiency financing and financing structures for energy efficiency projects by municipalities, municipal utilities, and ESCOs in other ECA countries; and (iv) a proposed menu for bankable financing models for municipal energy efficiency investments in Ukraine. |
