STEP 1A | Gender Assessment Resources: Review/Screening

 

The first activity in a Gender Assessment is usually a screening overview /desk review to determine whether more detailed work is needed. The screening exercise would typically involve a desk review, brief surveys and analysis of available data.

 

If this screening identifies significant gender-based risks, constraints, or opportunities, further gender analysis may be undertaken such as data collection or an institutional analysis to help develop gender-related design features.

Responsive Rapid Social Assessment | Download Resource

Helps task teams to understand the inherent differences between women and men in specific social groups mediated by other social characteristics such as age and ethnicity. This provides a more in-depth analysis of the social fabric and is best conducted by a gender specialist or social scientist.

STEP 1B | Gender Assessment - Data Collection Tools

 

Data can be collected using quantitative and qualitative methods. Data collection can stand alone or be integrated into ongoing project survey/data collection.

 

For example, sources of information useful for the gender assessment that are commonly available without dedicated data gathering include energy access and end-use data (e.g. from utilities and household surveys); energy policy, legal and regulatory frameworks and budgets; policies and laws outside the energy sector but impacting energy sector activities (e.g. in the areas of industry, labor, and land ownership); household survey information for poverty assessments, social assessments in other sectors, and household energy surveys related to other energy sector projects.

STEP 1C | Gender Assessment – Institutional Capacity Analysis

 

Identifies an organization’s constraints and capacity to effectively support mainstreaming of gender considerations in energy programs.

 

The resources below can be used to help assess and design capacity building for organizations to implement gender mainstreaming in project activities. They can also be used to assess the gender balance within the organizations.

Semi-structured interviews can be used to explore issues related to gender mainstreaming within an organization. It can be used together with the survey outlined above. Since it is a more intensive data gathering tool, it should only be conducted with a small sample of staff which should be representative of the different functions, and grades. It should also be gender balanced.

This tool identifies capacity building needs for developing a gender-sensitive organization. It analyses the current situation in terms of the staff training available for developing gender approaches to energy project formulation and implementation as well as gender approaches within the organizational culture. Task teams can use this tool as part of a participatory self-assessment/evaluation.
