Last year, ESMAP published a report, entitled "Public Procurement of Energy Efficiency Services: Lessons from International Experience", which looked at use of energy savings performance contracts (ESPCs) has been effectively done in other countries under public procurement rules and budgeting procedures. The report assessed program and project case studies from more than 15 countries to offer recommendations on how countries can begin thinking through some of these challenging issues.

Since then, ESMAP has been working with regional and procurement staff to operationalize the report's findings. This BBL would present ESMAP's new guidance note "Public Procurement of Energy Efficiency Services--Getting Started" which focuses on using ESPCs under World Bank investment operations using Bank procurement guidelines. The guidance note builds on the previous report by providing a guide on procurement and financing options for using ESPCs under Bank operations.

 

Rohit Khanna will open the BBL and present the speakers. Jas Singh, TTL for this work, will present ESMAP's new guidance note and summarize the main points and options. Anke Meyer will then present draft bidding documents from a proposed project in Armenia that has been developed with ESMAP support. Ashish Bhateja will offer his views of use on performance contracting under Bank procurement in general, challenges and potential pitfalls. Finally, Gevorg Sargsyan will provide closing remarks. The presentations will be followed by a Q&A session and discussion.
